• Preserves external intake artifact refs, including HTML SSOT refs and structured IR refs, as source/readiness/blocker/traceability inputs.
• Keeps missing provider or intake evidence as [BLOCKED: PROVIDER_EVIDENCE] instead of product clarification requirements.
