Gradle plugin that executes decycle dependency checks

Add this plugin to your build using the plugins DSL:

plugins {
  id("de.obqo.decycle") version "0.10.0"
}

Add this plugin as a dependency to <convention-plugins-build>/build.gradle(.kts):

}
```
